It’s an offensive practice, no matter the context.
Cosplayers might not mean for it to be offensive, but it is. The practice of backface/brownface was used to demean PoC and prevented them from getting entertainment jobs. And if people…specifically people of color….have asked that cosplayers STOP…
I think that we should be looking less at the controversial side of changing our skin color for cosplay and more at the side where we all should be having fun. Similarly, would you agree that overweight people should not be “allowed” to cosplay thin people?
